			<content:encoded><![CDATA[<p>After the 2004 murder of a Univ of NC student by a fellow student who had a criminal history of violence against women, colleges and universities are seriously thinking about running criminal background checks on all future applicants.</p>
<p>The victim&#8217;s family came to the decision that the University&#8217;s admission policies was to blame. Following a lawsuit, North Carolina&#8217;s university system began requiring criminal background checks on any student who raises red flags. North Carolina is not alone. Other states are considering following suit.</p>
<p>The question of student background checks is the subject of controversy. Vice President and Dean of Stetson Law School in Gulfport, Florida, Darby Dickerson, warns criminal background checks is a &#8220;legal and policy jigsaw puzzle&#8221; of campus safety, vs legal risk and individual rights. &#8220;Implementing background checks as part of the admissions process is not a panacea.&#8221; There is no easy answer.</p>
<p>Director of the American Association of Collegiate Registrars and Admissions Officers, Barmak Nassirian said he does not see background checks as very effective at improving campus safety. He sees this is as a form of &#8220;active discrimination.&#8221; There is no way to determine if somebody with a criminal record is likely to offend again. Colleges and Universities should serve students who are working to overcome a criminal past and turn their lives around. &#8220;Educating people and putting them on the right path is a social responsibility,&#8221; he says.</p>

Provided the person drives          a car, it may all you need to locate a person. You will first want to          request the person&#8217;s driving record. Depending on the state, the driving          record may contain any of the following: Home address, SSN, date of birth;          Physical characteristics &#8211; such as eye &amp; hair color, height, and weight;          Traffic violations, accidents, speeding tickets, license restrictions,          etc.. Even if you do          find the information you want, the address may no longer be valid, as          people do move. If this occurs, but the driver’s record shows traffic          violations or accidents, the next step is to ask for information about          the violations, which will likely be much more current. If it&#8217;s a safe          driver who doesn&#8217;t get tickets and moved, you may have a problem. If you have a license plate          number, that can be used to request the vehicle registration record.          Motor vehicle registrations must be renewed annually, so information there          is more likely to be current than driving records, which are updated far          less frequently. The vehicle the person is driving may be registered          to someone else, but even this provides another lead, often to someone          who does knows the person.</p>
<p><strong>United States Post Office</strong></p>
<p>When people move, most remember          to fill out a change of address card with the Post Office. Change of address          information is held onto by the post office for 2 years and is available          to anybody who asks for it in person or by US mail. To request, simply          main a post card or envelope to the invalid address with it marked ‘DO          NOT FORWARD &#8211; FORWARDING ADDRESS REQUESTED’ and the post office will          write the forwarding address on the envelope and them send it back to          you using the return address. For          those using a PO Box, the post office will not provide their real home          address, in order to protect the person&#8217;s privacy, however, in the case          of a business using a PO Box, the post office is required to provide the          business owner’s address somebody who requests it.</p>
<p><strong>Vital Records</strong></p>
<p>This consists of birth, death          certificates, marriage licenses, divorce records. Depending on the state,          the general public may or may not have access to all this information.          These types of records are often still kept on paper at the local courthouses,          even in the information age. These are open for free to public viewing          on their premises, which will of course require a trip to the local courthouse,          and more than likely, plenty of coins for the parking meter.</p>
<p>Allbeit address information          in these records may no longer be valid as people do move and get married,          etc.., they may contain contacts or leads that can be useful for requesting          public records from other sources Ie: date of birth from a birth certificate          or parent’s address. If a person happens to be a woman but you are          unsure if she has since gotten married or re-married or divorced, a name          search at the appropriate agency could prove useful for disclosing her          current name.</p>
<p><strong>Voter Registration</strong></p>
<p>Voter registrations are public          record in most states, and may be requested using the person’s name.          It&#8217;s always a good idea to try to have a full middle name. Depending on          the state, this is obtained from a centralized source or county or township          level. This will usually get you a home address but, also often a date          of birth and occasionally a SSN.</p>

<p>The Secretary of State can          be a useful resource for obtaining information about a business or corporation,          but can also be very helpful in finding a person’s address, in the          event they hold some type of license issued by the state. Every state          has different occupations, that require a special license. To find out          if somebody has a license, request a name search from the appropriate          S of S agency. Some of these state agencies have gone online.</p>
<p><strong>Hunting &amp; Fishing Licenses</strong></p>
<p>It&#8217;s possible somebody whom          you are searching for enjoys fishing or hunting, so you could try requesting          a name search from the appropriate agency. In a few states with strict          gun laws such as Massachusettes, there is mandatory gun registration &amp;          licensing. If found, most states will return an address and date of birth.          It&#8217;s also a way to find out if somebody owns a gun.</p>
<p><strong>Vessel-Boat Registrations</strong></p>
<p>In most states, boat owners          are required to register their boats. There are increasingly online search          databases for these registrations. </p>
<p><strong>Aircraft Registrations</strong></p>
<p>In the US, aircraft owners          are required to register their airplanes and helicopters. This information          is open to the public and will contain the owner’s address. </p>
<p><strong>Bankruptcy Records</strong></p>
<p>Everyday, Americans are filing          for bankruptcy in record numbers. These records are openly available to          the public and very often offer a wealth of information, including assets,          SSN, address, date of birth and employment history. <p><strong>Corporation, Fictitious          Name &amp; UCC Filing Records</strong></p>

If somebody has ever borrowed from or          lent money or other tangibles to a business, they would be listed within          the UCC records. Many of these databases are now online.</p>

			<content:encoded><![CDATA[<p>It is amazing how much about somebody&#8217;s background, criminal, police, credit, etc.. can be easily dug up online, but your investigation will vary according to what information you have  available at the beginning. Generally, the most difficult investigation to conduct is where you have only a person&#8217;s name. If possible you should have available their driver&#8217;s license number, date of birth (DOB) and SSN. DOB is always one of most important identifying items of anybody&#8217;s criminal record.</p>
<p>Verifying previous employment is usually easy to do, just by calling the employer. Most employers will not release any personal information, for security or liability reasons but they will usually verify employment dates and overall job performance. Talking to neighbors can provide you unique information that you would not otherwise have been able to obtain anywhere else. Neighbors love to gossip, however, this information is often considered to be of poor quality and can be unreliable. It can be worth the effort since it often offers leads and doesn&#8217;t cost you anything.</p>
<p>Personal or character references like those normally requested on employment applications are generally not worth bothering with unless you have very specific questions. Besides that, most people don&#8217;t like answering  questions about their friends, unless it&#8217;s a legitimate party such as an employer or nudist resort. Consider too, most people have enough common sense to list references who will have nothing but good things to say about them, so they are likely to be biased. The character references most people provide may actually project an overall picture   of the person&#8217;s character as a whole than what they may claim. Take a hint if character references consists of criminals, ex-cons, drug   addicts, and other &#8220;losers&#8221; vs professionals and upstanding  citizens of the community.</p>
<p>A  large number of detectives employ &#8220;information brokers&#8221;     to dig up public records, but their services don&#8217;t come cheap. Nevertheless,    with a little gumshoe work, targeted web surfing, time and patience, you can find much of the person&#8217;s background information from public    records sources, very often for free.</p>
<p>Except  for adoption and those on the Federal Witness Protection Program,  everybody in America has a paper trail that you can pick up and follow, if you know what you&#8217;re doing.</p>

Experts agree there is no question that there are very dangerous sexual predators in the United States and elsewhere, who will never respond to treatment, and need desperately to be incarcerated and contained. The problem is, you have no way to know by looking, because these predators appear just like anyone else. They prey on innocent people and often cloak themselves with an average image. They could be your neighbor, kid’s scoutmaster, or even a church member.</p>
<p>The recent case of Clemson University student, Tiffany Souers of South Carolina is sadly just one of many cases. Her killer had a history of violence and sex crimes in Florida.<br />

<p>Kara was at home asleep when at one o’clock in the morning she awoke to see the dark figure of a man standing in the doorway of her bedroom. She screamed and woke her infant son who had been asleep in his crib across the bedroom and he began to cry. This annoyed the intruder who ran to the crib and threw the baby against the wall knocking him unconscious.</p>
<p>This pathetic criminal then raped her repeatedly and cut her arms with a knife. He warned her that if she reported him he would come back and kill the both of them. Kara’s son survived with some permanent hearing loss. Kara did report her attacker. He was a convicted sex offender living in her apartment complex who later admitted he had watched her every day for months, planning his attack. His conviction, however, took almost two years during which during he lived as a free man stalking Kara night and day and threatening her. He later murdered another woman and is serving a life sentence.</p>
<p>You need to protect yourself and your children. It’s estimated that 72% of released convicted sex offenders repeat their crimes again. Almost eighty per cent say they will offend again given the opportunity.</p>
